In April 1911, Judge J.R. Tolbert wrote to the Carnegie Foundation in New York City asking its help in establishing a library in Hobart. As a result of this appeal, the Carnegie Foundation gave $10,000 to pay for a library building. The contract was signed on January 29, 1912 and the library was ready by September of that same year. The first librarian was Rev. J.B. Black.
Thanks to these historical efforts Hobart is able to offer many wonderful learning tools to the city and surrounding communities.
To make available to people of all ages of Kiowa County, and surrounding areas, library materials and services to aid in their pursuit of entertainment, education and information.
The Board meets on the second Tuesday at 9 am in January, March, May, July, September, and November. The meetings are open to the public and held in the Slaner room of the Hobart Public Library.

The purposes of Hobart Friends of the Library are:
To promote the use of the Library as a vital asset of Hobart
To help with Library programs (with volunteer services when needed)
To provide assistance in obtaining materials and equipment needed by the Library
To assist with the annual book sale
To support the freedom to read as expressed in the American Library Association Bill of Rights
The Friends of the Library was established in the late 1980’s. Each year it reaches out to the community through the Let’s Talk About It Program. In addition it seeks programs for its annual meeting that are of interest to the community. It also has willingly sponsored projects at the Library such as art shows of local artists, quilt shows, book reviews and signings, etc. It will continue such efforts.

A memorial book is acknowledged by a card sent to the family of the person memorialized. A book plate is affixed inside the memorial book designating for whom the memorial is made, and by whom. The memorial book must be one useful to the library collection.
When making a memorial please include who the memorial is for, your name and address and also the name and address of the family or next of kin in which to send the acknowledgement.
When making a monetary donation to the library, please include your name and address. Please specify what you would like the money to be used for.
The library accepts cash, checks, cashier’s checks, or money orders.

Books and other materials will be accepted on the condition that the librarian has the authority to make whatever disposition he or she deems advisable.
Gifts must meet the same standards of quality as books that are purchased.
The library will not accept as a gift any item or objects if the condition of acceptance requires permanent exhibition or care.
Gifts of money, real property and/or stock will be accepted if conditions attached are acceptable to the Library Board and governing bodies involved.
The library will not accept for deposit materials that are no outright gifts.
